PRNigeria fact check team cropped one of the keyframe of the Money spraying monarch and ran a reverse image search which revealed that the traditional ruler in the viral video is Oba Kolawole Aremu Sowemimo, the Olu of Owode-Egba in Ogun State.

They confirmed that the event in question was the celebration of the monarch’s 13th coronation anniversary and his queen, Toyin’s 60th birthday. It is alleged that the event was lavished and featured cash-spraying.
Further investigation revealed that the individual in the video is from Anambra State, in the eastern part of Nigeria. The man’s name is Chukwujekwu Ekekwe, and he is known as ‘Ozo Enyi Okunaenyeife of Abagana’, which means ‘the lion that protects Abagana’.
Ozo Enyi Okunaenyife is a traditional title given to someone who has made a significant contribution to the economic development of Abagana, a town in Anambra State.
